” Dear ARMWRESTLING friends,

2015 European Championship for Disabled, it will be organized according with the schedule previously sent to you, according with WAF Rules, approved by WAF Executive Committee and according with the requirements of IPC.

For the first time the European Armwrestling Championship for Disabled will be under the flag of International Paralympic Committee.

Please ignore the letter published by IAFD declaring that they canceled the European Championship for Disabled.

IAFD cannot decide anything with our Championship, only the Congress and Executive board have this authority. Neither one of them has canceled the event.

European Armwrestling Championship IS VALID !!! All your athletes are welcome to participate in this great event.

Below the answers from Assen Hadjitodorov, I posted the letter from Alexander Filimonov – IAFD President regarding the EuroArm 2015, European Armwrestling Championship for Disabled.

” EAF / WAF President answer

Dear EAF Members,

This is my answer to all propaganda that Alexander Filimonov, Igor Mazurenko and Marian Capla are leading against me in the public space.

I think that all questions regarding WAF/EAF business should stay only within WAF/EAF member’s internal network. WAF Constitution: “Article 6, Point 10. Congress sessions are private.” (Agenda points are part of the Congress Session).

I don’t see a single reason for which they accuse me about my leadership as EAF President. We have smoothly organization inside EAF and to ask for my and the General Secretary, Mircea Simionescu-Simicel resignation we need to have seriously breaks of EAF rules. I don’t see such a break of the EAF rules.

In this propaganda I only see the dirty attempt to sabotage the excellent organization of upcoming European Armwrestling Championship – EUROARM 2015.
I am doing all my best to have all of you here in Bulgaria and to celebrate together our 20 years of Bulgarian Armwrestling Federation and quarter century of EAF activity.

I ask you to open your eyes and not permit this group to mislead you.

I and Mircea was elected for 4 years mandate. So far we did not made any breach of the rules, so I consider this request of our resignations absolutely without reason.
Moreover, next year we have regular elections of EAF and everybody is free to bid for next elections. Why this group can’t wait until next elections?

Dear Colleagues, for 2 and a half years from my election in 2012, under my management, WAF achieved recognition by three of the most important sport organizations in the world. First one recognition and becoming WADA Code Compliant which was the keystone for recognition of SportAccord and IPC. We are in negotiations to include armwrestling into the 2024 Paralympic Games Program. We miss only Olympic Recognition but I believe that we will achieve it too.

Now I will answer on the questions:

First I will answer to accusations of Alexander Filimonov about possessing the power of EAF and WAF. I was elected with the majority votes of EAF and WAF members.
WAF Constitution: “Article 9, Point 3 Only Continental representatives can let their name stand for office on the WAF Executive Committee…”
Last year we changed this rule and from next elections everybody from the WAF members can let their name stand for WAF presidency.

I feel myself like the legal elected president according with EAF and WAF rules.

About the accusation of financial fraud in EAF I consider it as an absolute lie. Every year the congress approves the financial report. Mr. David Eilerstain (Norway) has audited the 2013-2014 EAF Financial Report as the Congress appoint it and he had no remarks on the report presented.

About the accusation that I supervise the work of Doping Director and Doping Committee, I feel as a duty of the President to cooperate and supervise the work of all committees (Doping, Referee, Technical, Secretary etc.). The President is the legal representative of EAF and WAF in front of all major organizations and agencies as WADA, SportAccord, IPC and others.
I declare that I have excellent relationship with the Doping Director JF Andre. As result of this cooperation we increased the number of doping tests and decreased the costs of doping tests (you will see this on the next financial report).
Becoming WADA Code Compliant we took huge responsibility to follow their very strict rules, otherwise they will exclude WAF as a member.
I thing the Doping Committee made their best to work under WADA requirements. Of course we have to improve our work and knowledge about doping.
That is why, by my recommendation, our Doping Director Frederic Andre will participate for the first time into the official WADA Seminar in Lausanne-Switzerland this week. For the first time he, as Doping Director of WAF, will represent armwrestling in this important WADA Conference.

You remember two years ago when Mr. Filimonov, who accused me, was breaking the doping rules, announcing the names of suspected athletes in his website, making this absolute confidential information public, breaking all WADA and WAF rules. The same information was published into the Igor Mazurenko website armpower[.]net. All this discussions are confidential information between WAF Doping Committee and positive tested National Federations. Even I as WAF President don’t take part in those communications. After my intervention they removed the articles from their websites.
Becoming WADA members I am doing all my best strictly to follow their rules.

At the moment, Russian Federation and Mr. Filimonov are not in good standing with WAF because they again break several rules of WAF and Constitution namely:
WAF Rules: “4.2.2. Each positive test of an athlete oblige his national federation/ body to finance an additional doping test to be carried out on anyone of their athlets next World Championship.”
WAF Constitution: “Article 4, Sub-section 6. Bylaws pertaining to this constitution will come into effect immediately after having been approved by WAF Executive Committee and ratified by the WAF membership. A delay to implement a change may be granted if it deems to be beneficial to WAF.”
Publishing the Executive meeting discussions and voting on the internet.
WAF Constitution: Article 7 “31. Meetings of the Executive Committee are private.”

About IAFD
The congress voted that “New disabled federation (IAFD) become member of WAF and we will continue working under the new rules for disabled separating disabilities by blind, deaf, physical disabilities”.
So far no one from IAFD had sent request to WAF for membership according the WAF Constitution:
“ARTICLE 15: MEMBERSHIP
Sub-sections:
1. A national armwrestling organization wishing to become affiliated to WAF must first apply to their Continental Federation.
2. WAF will supply the membership form to be filled out by the country applying for membership. This form will cover all the points needed to be affiliated. Some of these points are:
a. List of executives.
b. A copy of their constitution.
c. $300.00 EURO annual membership fee.
d. All phone and fax numbers. Mailing addresses and e-mail addresses if applicable.
3. An application for membership implies complete acceptance of the WAF Constitution and rules.

5. After all WAF formalities are completed, the new member will be given an official welcome at the WAF Congress.”
At the moment IAFD is a private organization created by Alexander Filimonov and we still don’t know who else because we haven’t received any official documents from them.
In 2013 he mislead and lied WAF Executive board that only separate organizations for disabled people can be accepted as member of IPC. Following is the IPC Membership Manager, Mrs. Claire Margas answer to this matter: “It is fine if the able-bodied federation is managing sports for people with an impairment as well, there is no need for a separate organisation.”
Alexander Filimonov stated also in front of the WAF Congress that WAF with all juniors, seniors and masters divisions can not become IPC recognized because of the same reason.

After we start negotiations with IPC no one from IPC knew about IAFD (they recognise only one International Federation per sport).
First requirement of IPC was to be WADA code compliant, to have more than 32 members and to have more than 4 consecutive years of international para-sport activity (IPC Handbook Page 26). IAFD do not comply with any of IPC requirements.

In the propaganda that Filimonov and Mazurenko are spreading against me they stated that because of the work of IAFD, WAF became IPC Recognized, what is absolute a lie.
During the first IAFD world championship for disabled in Poland, they completely ignored WAF as organizer of this championship. They also charged fees for member countries and athletes “passports” against previous agreement made with WAF Executives when Filimonov stated that WAF members will pay only competitors fees as in WAF. There was lack of communication from their side.

After this event they decide to have the second IAFD World Championship for disabled this year again in Poland. After 2014, WAF Congress and WAF Executive board never approved this and never gave the status of IAFD as independent organization who can decide what to do with the disabled sport.

The organizer of World Armwrestling Championship for disabled can be only WAF, the same for Continental Championships, the organizer can be only Continental Federation members of WAF.

They break one more WAF rule giving permission to American Armwrestling Federation (not WAF member) where Igor Mazurenko is General Secretary (see attachment) to manage the disabled sport in USA.
According WAF Constitution Article 3: “The countries may have as many active armwrestling organizations as they want, but they may only be represented by one national body from each country.” Those members can represent armwrestling in the world or Continental level. In the USA the representative member is USAF with President Simon Berriochoa. That kind of rule violation is inadmissible.

With all this illegal actions IAFD proved that they don’t respect at all WAF Constitution, WAF Rules and WAF member’s decisions.

Yesterday we received a written letter (attached) from Filimonov in which he threaten that he will cancel the disabled European Championship in Bulgaria. Last year EAF was the organizer of Disabled European Championship. When we have changed this? Who give him this right? When and where EAF approved IAFD to manage the European Disabled Championship? Again he is going to break our rules.
About the WorldGames for amputee athletes, WAF as the only legally organization recognized by IPC, manage para-armwrestling activities world wide. WAF have not ever received an invitation or request to organize this event.
Anyway the WAF General Secretary sent the information of participation to those games to all WAF members. All this actions from IAFD show ignorance of guidelines of WAF and EAF and breaking our rules. This is another evidence that they want to sabotage this year European Championship.

I declare that I have never been involved into IAFD Establishment, never seen their statutes, never participate in their meetings and never approved to be part of it.
Enough for Alexander Filimonov behaviour.

Now I turn to Igor Mazurenko.
You know that we are friends since 2000 when he started to get involved in armwrestling.
In all this 15 years I helped him very much. When he was arrested, Willy Deneumostier, Marian Capla and Fred Roy wanted to exclude him from armwrestling and to cancel the World Championship in Poland. I was the man who stopped those actions against him.
I prepared him a special letter to the Police court declaring that Igor is not a criminal and he is a very active member of EAF and WAF. Last year when he started the application for US green card I gave him supporting letter to the US Government.
As a gratitude for all the help I gave him during those years now he turns against me asking for my resignation.

Now I will tell you the reasons:

Last year during the last day of World Championship in Lithuania, he personally gave order to his employee Marcin Mielniczuk and stopped the starting of the 4th competition day. Absolutely illegally and against the WAF rules because he believes that Marcin is working for Mazurenko Promotion and the software is Mazurenko Promotion property. When I approach him and tell him he cannot stop the WAC and he cannot give that order, he said that he will not allow to start before Vydas Mikelionis will pay him the money for the medals and for the tables that Vydas bought from Mazurenko Promotion (this is a private business between Mazurenko Promotion and Lithuanian Federation and WAF is not involved in this).
After his refusal I went to the stage and announce in front of all WAF members and competitors why we cannot start the Championship. After my intervention and announcement on the stage the championship started.
Exactly before the award ceremonies, Mazurenko Promotion told us that if Vydas or WAF do not pay over 11.000 euro they will not give the medals (54 medals). That was the reason we didn’t gave medals to the champions in the forth day.
After that Mircea offered Mazurenko Promotion to buy the medals

Mircea: “… Can you sell 18 sets of medals and three sets of cups?”
Mazurenko: “…Vidas owes me currently 5 650 euros. I took everything I could from him. All championship tables and even tables of Druskininkai. Everything deducted from the debt. And now I have to sell it. Vidas lying, and all the time gives me a new terms. Medals are all I have left. When I sell it to you I’ll never get the money from Vidas.”
According to the Mazurenko Promotion price list one medal cost 6 euro.

As WAF president I consider that WAF rules are higher than any friendship and I tried not to let the private business of Igor interfere with WAF business.
You saw he had a selling stand where he sold t-shirts and other promotional materials from which he earned thousands of euros.
Also Mazurenko Promotion brands appear on the tables, on the advertising background and on the video screens as sponsors. Mazurenko Promotion haven’t pay a coin to WAF and we received a letter from the Lithuanian Federation stating that they haven’t received any money for the advertising or selling space.
Without permission Mazurenko Promotion used WAF logo on their promotional materials, t-shirts and sold them without paying a coin to WAF.
Now we are witnesses of how he appropriate the title of “World Armwrestling Championship” – WAC registering his company in USA with this name.
I consider this absolutely illegally and I am against anybody to use this title except WAF. The title “World Armwrestling Championship” belongs to our WAF, not to Igor Mazurenko.

All his actions showed that he is worried only about his private interest first. It took me 15 years to recognize his real face.

Now I turn to Marian Capla

Why Marian, who was against Igor, IAFD and Filimonov turned his position 180 degrees and went into coalition with those persons who permanently breech our rules.
What they offered you Marian?
The position of EAF General Secretary for one year and the position of EAF President to the next elections? Filimonov aims for the WAF Presidency with your help?
Marian, don’t be a chess pawn in their hand. You see how they act against me when I defend the WAF and EAF Rules. Don’t permit them to get you involved in their dirty games.

Their only goal was two appropriate the disabled sport from WAF and to use it for private interest and from what I understand they now trying to shark up the EAF Management.

Dear EAF members don’t let this coalition misleading you, they don’t have real reasons to ask my and Mircea resignation.

In conclusion I believe that our sport should create friendship relations, respect to each other and respect to our rules.

Let not the envy, ego and private interest lead us in our work.
I expect all of you here in Sofia.

Due to the screaming attempts to encroach power within EAF, facts of financial fraud within the organization, falsification of documentation, to consider:

1. To remove the EAF President Mr. Assen Hadjitodorov (Bulgaria) from his position, from May, 31, 2015 until the 2016 EAF Congress.

Briefly summarizing, we can say the utter incompetence of Assen Hadzhitodorova (President WAF) and Mircea Simonesku (Chief Secretary WAF). In its opinion, we believe that these persons do not even cope with the elementary tasks to shoulder any manager junior managers such as:

– Providing premium merchandise champion and winner of the FIFA World armsportu 2014.
– Apologies for the insults Olesya Petrova (Romanenko) from one of the members of the WAF.
– Provided WADA Anti-Doping Code and the Anti-Doping Rules WAF public disclosure of the results of doping tests in a timely manner.

This is not to mention the other complex issues and tasks assigned to these gentlemen sport community!

Moreover, as it became known from a letter published on the portal Armpower.net Igor Mazurenko, Assen Hadzhitodorov and Mircea Simonesku went a step that is not compatible with the concepts of honor and dignity, as well as the sports fraternity – to discredit IAFD, and thus the entire movement invariant -Sports in arm wrestling (see details here ).

Attempt to discredit IAFD, sabotage World Games IWAS, attempt to remove from the emerging Paralympic armwrestling people who have made every effort and time for Olympic dream disabled athletes can say only one thing – the personal ambitions and personal account for these “pseudo-leaders” above all else.

In this regard, federations interested in further successful development of arm wrestling in the world, at the proposal of the President of PAA Alexander Filimonov, decided to make a formal agenda EAF Congress 2015, which will be held in Sofia, the following questions:

1. to dismiss the president EAF Assen Hadjitodorov (Bulgaria) from 31 May 2015 to the Congress EAF 2016.
2. removed from his position of General Secretary EAF Mircea Simionescu-Simicel (Romania) to May 31, 2015 before the Congress EAF 2016.

The registration order depends on the first online registration time if the registration form (PDF file)
was sent to the General Secretary.
Multiple entries registration:
Juniors 18 years can not register in Juniors 21 years classes.
Juniors 18 years can register in Seniors classes.
Juniors 21 years can register in Seniors classes.
Masters can not register in Grand Masters or Seniors Grand Masters classes.
Masters, Grand Masters and Senior Grand Masters can register in Seniors classes.
ARM2 disabled athletes can register in any able athletes classes according with the classes.
Fees paid due missregistration of multiple entries will not be refunded.
WEIGH-IN PROCEDURES / ВЗВЕШИВАНИЕ В ПРОЦЕДУРЫ
The weigh-in order depends on the receiving times of the registration forms. A schedule will be
available 7 days before weigh-in.
The first received registration form receives the right to be first at the weigh-in and so on.
Team Captain will be present with the Team to answer any questions.
Each competitor will have the passport or ID with picture. Birthday and citizenship should be
deductible from those documents.
Each team capitain will prepare the team for weigh-in in the following order:
Ladies 50, 55, 60 kg and continue…
Men 55, 60, 65 kg and continue…
Please note:
If a competitor does not make weight, they have until 15:00 to make weight.
A test scale will be made available for competitors.
A Competitor only has two shots at official weigh-in scale.
A Competitor may only weigh-in between other countries.
A competitor may weigh-in to their normal weight or jump one weight class higher.

Official Event Badges:
Once the competitor has weighed-in, they will have a picture taken for their Official Competitor Badge.
The Competitor can then leave the Weigh-in area.
The Team Captain will wait till all team pictures have been taken.
Once the full Team is completed the Team Captain will receive all competitor badges at the evening of
the weight in day.
Any Team Officials (Referee, President and Coach) with a Country must be present at Weigh-in to have
photo and badge prepared. Badges must be worn all the time during competitions days.

Leonard Harkless – facebook: ” I will respond to the referee portion of this letter. The referee fund that is given to the referee panel is distributed to the referees for help in paying back some of the costs of travel for the referees. This is given out based on a point system. The referees get points based on their referee level and how many days they work. This system ensures that the Master level referees would get more travel money than the Senior level. The Junior level receives no travel money and is there to help in the staging area. This is a huge incentive for the referees to get better and test for a higher level.
The total points are added up and divided into the pool of money collected for the referees from the entry fees. A referee can only receive up to the total cost of transportation, so for instance if the referee earns 800.00 based on the points and their travel is only 150.00, then they only get 150.00 and the extra money is used for other referees travel. We have master referees with travel costs of 1800.00 and they only get 900.00, The referee panel and myself have been using this system since 2002 when the referees first started receiving some of their travel expenses. I know that there is arguments about other issues with money but other than some of our money being used last year for the technical staff, which I was very upset about, the referees should be left out of these discussions.

Dear WAF members,
Dear Colleagues and competitors,

This is my answer to the mud that President of RAA throw on my name.

In the past there was people who did the same and now he decided to go on the same way too.

Spreading lies and trying to convince you that I am the “bad guy” in armwrestling.

First of all the “WAF crisis” he is talking about, I consider is only in his eyes and in his head.
My opinion is that since I was elected as WAF President in 2012, WAF is in a huge and fast growing progress. Only for two years of my mandate we achieved the goals we are trying to achieve 20 years and more.

First achievement was the WADA Code Compliant that WAF became and second and most important is the successfully application for full Membership to SportAccord.

Also for two years, because of my pressure and requests, the Continental Organizations of Africa and North America where officially registered as non-profit organizations.

WAF has successfully changed the format of the World Championships as the one in Europe and we successfully have managed the Asian Championship for the first time in the same high level format.
Also, we successfully increased three times the number of doping tests from 20 to over 60.

I want you to return long time ago and remind you what this “bad man” Assen Hadjitodorov made for armwrestling for last 20 years.

In 1996 Assen Hadjitodorov organized the first European Championship for juniors and gave powerful push for developing the armwrestling for youth people.

In 2002-2003 Assen Hadjitodorov made the unification of armwrestling.

In 2005 Assen Hadjitodorov for first time in the history of our sport introduced the Live TV Broadcast of European Championship in Bulgaria.
During the same championship for the first time Assen Hadjitodorov organized the doping controls in armwrestling and established the fight for pure from steroids sport.

In 2007 Assen Hadjitodorov introduced for the first time the Live TV Broadcast of World Championship.

In 2009 Assen Hadjitodorov succeed to broadcast live the European Championship even in Russia and all former Soviet Union Countries.

The facts above shows that under my leadership armwrestling has progressed to the level that exists now and I am sure that until the end of my mandate we will have more progress and we will received a worldwide recognition of our sport.

I think everyone is surprised why Mr. Filimonov is acting so aggressive against me. I will tell you my answer.
At last day of the World Championship in Lithuania we had an Executive Board meeting in which Mr. Filimonov tried to avoid the WAF rules approved by the Congress in 2013.
”Article 4. 4.2.2 Each positive test of an athlete oblige his national federation/ body to finance an additional doping test to be carried out on anyone of their athlets next World Championship.”

During the meeting he has attacked in a very aggressive way the WAF General Secretary Mircea Simionescu-Simicel stating that he didn’t made his job and accused him that he didn’t spread the info to the members in advance about the changes. Every WAF member have received as every year the Minutes from the previous Congress, the updated WAF Constitution and the updated WAF Rules months in advance which where approved by the Congress this year.

The WAF Executive Board with 3 to 2 votes has confirmed that the Rule is in power since it was accepted in 2013 WAF Congress in Poland.

Mr. Filimonov threaten the General Secretary that if he don’t change his vote he will have many problems.

My personal position was that the Rule is in place and we have to follow it, so all those countries that had positive tests must finance additional tests this year. We all have to remind that Russia have always the most positive cases.

Everyone have paid according to this rule but Mr. Filimonov representing RAA refused to pay and did not take in consideration the WAF Executive Decision.
After this meeting he became angry on me and General Secretary. Why? Just because we follow the WAF Rules.
As a continuation of this meeting he started to attack in RAA website and in armpower.net website the WAF Executives.

At the moment RAA is not in good standing member to WAF until they don’t follow the WAF rules.

Mr. Filimonov received all the answers to his questions from me and from our General Secretary and because the conversations between executive members are private we send it just to the executive members but he is continuing to ask us the same questions.

So, in all this years I was elected in democratic elections, my work was transparent and the results of my work are visible for everyone.

Mr. Filimonov attacks me about the WAF money. Every year WAF Congress approve the financial report and this year was approved including RAA with zero “against” votes.

In order to apply for WADA and SportAccord membership it was necessary, WAF to spend more money, with the Congress mandate, but the money missed in the WAF accounts because we haven’t received them from the former management. I decided to give a personal loan to WAF in order not to stop our developing process of becoming WADA and SportAccord members.

In Filimonov eyes this is a bad act on my side. Question, it means that Mr. Filimonov don’t like that WAF become WADA and SportAccord full member?

In order to meet the new financial needs WAF Congress decided this year to change the currency from USD to EURO.

Once again, WAF and EAF Congresses have approved the Financial Reports all those years with the support of RAA.

Mr. Filimonov also doubt about legal doping control process and instead of promoting clean sport and reduce the number of positive cases in his team, instead of trying to support WAF efforts to clean armwrestling from doping, he decided to throw mud on me and on WAF Doping Committee and create a bad image to me and to the WAF Doping Committee.

In the Doping Committee we have four representatives: Director Jean Frederic Andre from Belgium, Dr. Bokor from Hungary, Dr. Babiak from Slovakia and Dr. Petra Spatz from Germany. Every year the doping Director J-F Andre receive the results from the WADA Accredited laboratory and together with his colleagues do the proper work following the WADA procedures and rules.
Every one knows that this process is confidential until the procedures are finished. During this process WAF have no right to spread documents or info.

He doubt that this year we had 62 doping tests, spreading the idea that the doping committee lie for this. I promise that after the doping process is finished the Doping Committee will publish the laboratory protocols together with the punishment of the athletes.

Every year the host is responsible to organize and finance the doping control process during the World Championships. WAF pay only the analysis of the urine samples to the WADA Accredited laboratory. This year we did it exactly like this.

Regarding the problem between WAF Vice President Umberto Panzetti and Technical Staff Olesya Romanenko, Mr. Panzetti received 100 $ fine for using bad language, as in our rules. Mr. Panzetti send his apologize to Olesya. The General Secretary forwarded apologizes to her.

Referees expenses. I believe that WAF made the proper job giving the right to the Head Referee and to the Referee Panel to distribute their budget by their rules.

I want to apologize on behalf of WAF, once again, to the sportsmen and to the federations because some of them did not received the medals and cups on the last competition day in Lithuania.
First information we received from Vydas Mikelonis, the President of Lithuanian Armwrestling Federation, was that after one month he will send the medals to WAF.
Yesterday we received updated information that because of lack of money he can send the medals in January 2015 when he expect to have funds for the medals.

I warrantee that the competitors will receive the medals latest next year European or Asian Championship and for the other continents during the next World Championship.

About the punishment of Lithuanian Federation for not executing the WAF contract, so far Lithuanian Federation received a 3.000 USD punishment and if there is another proposal we will discuss it with in the Executive Board.

Now I have some questions for Mr. Filimonov because he accused me that I am acting like a “sovereign-emperor”.
This so called “sovereign-emperor” Assen Hadjitodorov was elected by the WAF and EAF Congress in a democratic elections.
1. When and who have elected Alexander Filimonov for the Presidency of IAFD?
2. When and who have decided that the next World Championship for disabled will be organized in Poland and not in Malaysia as WAF Congress decided?
3. Who gave the right to American Armwrestling Federation (AAF), not a WAF member, to organize the American Disabled team?

In conclusion I believe that Mr. Filimonov will change his mind, he will stop being arrogant and he will focus in the process to develop our sport in the future.
I have only one goal: to give my best to our sport.

Last month on 01 Octomber 2014, Alexander Filimonov, who is the Vice President of  and President of , sent an official letter (in English language) to Assen Hadjitodorov (WAF and EAF President): Letter regarding the 36th World Armwrestling Championships 2014 WorldArm.

Now, a month later after sending the official letter, Alexander Filimonov still didn’t receive any answers.

Alexander Filimonov states that is still not clear what constitutes an amount of 250 Euro per sample, therefore he asks Assen Hadjitodorov to provide an official document from the WADA accredited laboratory in Greece, where WAF handed (according to Assen Hadjitodorov) 62 samples from the , Lithuania.

This document must contain, among other things – the amount of payment and details of who will pay. Having the document is important so we can easily calculate the cost per sample. This document is important also because the majority of WAF members (including Alexander Filimonov) are skeptical that all 62 samples were transferred to the laboratory and paid.

According to Assen Hadjitodorov the payment, for the doping control of the 62 samples was made at the expense of the Lithuanian Armwrestling Federation (but this was still not proved with an official document from from the WADA accredited laboratory in Greece).

This is a surprising fact, for several reasons: 1. Firstly, the payment of doping control is always performed at the expense of WAF-EAF (as the organizer of the European Championship in 2010, Alexander Filimonov can confirm this!).

2. Secondly, it is unclear where and how the sum of 15 500 Euros (62 samples * 250 euros = 15 500 Euros) appeared in the Lithuanian Armwrestling Federation, because doping control it was not its duty (this is always the responsibility of WAF). After all, we have witnessed the President of the Lithuanian Armwrestling Federation, who told us about his financial insolvency!
