” I am sorry for Sweden to withdraw their membership with EAF and WAF. I was expected this and, as I said before, this was the plan from the beginning of PAL / URPA, to rival WAF creating a parallel federation. Anders is talking about the democracy but the status “not in good standing” for Sweden was approved democratically by the big majority of EAF members during EAF congress.

It is not a split is just a filtering or cleaning.

Before you could name it a split because choosing one or another way wouldn’t impact in any way. Now, when WAF is recognized by the highest global sport authority GAISF as the only one governing body for the sport of armwrestling is quite different. Same with WADA, AIMS or IPC. Those recognition were achieved by all WAF members, giving benefits to them and their athletes in many ways.

Choosing another international federation than WAF for membership means to limit your opportunities from the regulated, clean, youth and para armwrestling and be part of an parallel federation not recognized internationally or nationally. There is no need to say that government will never finance athletes or teams which are not members of the recognized international governing body and even at the national level they may have problems recognizing their activities without the accept of the recognized National federations.

Swedish athletes always covered their expenses as individuals to the Europeans and Worlds and this will not change. WAF will accept any athlete from Sweden to compete in WAF and EAF events. And as there is no member for Sweden I am sure WAF will receive new member applications from Swedish clubs which recognize WAF as the governing body for armwrestling. ”

Anssi Ainali: “I would like to ask a question. If You will accept and accepted athletes from other federations to compete in European championships, then why You did not accepted two Finnish athletes to compete in Euroarms 2019? I don`t mean that You would not have to accept those other athletes to compete there, not at all, it was right thing to do. But choosing only one member country Federation`s athletes was discrimination and against fair play rules.”

Armwrestling Mircea Simionescu Simicel: “Anssi you knew that athletes who participated in PAL/URPA events could not be registered in EAC but you decided to hide that they participated in Senec and register them. It is your fault you risked this ignoring EAF and WAF decisions. We received a complaint from one member and we asked your representatives which admitted. The other athletes we register didn’t lie and asked EAF for a warning which was granted.”

Armwrestling Mircea Simionescu Simicel: “Annsi when you register them you knew they are not eligible, you hided that.”

Anssi Ainali: “Couple months ago URPA members were not eligible and they are not URPA members. We register our athletes to Euroarm as soon as it was possible as we always have done. After that a lot happened and EAF´s executive committee made new decisions concerning this case. Those two Finnish athletes were banned before EAF`s congress meeting in Greece. I would understand this better if decision would be that EAF would have banned them to next EAF or WAF event so everybody would know already which is congress meetings decision.”

Vazgen Soghoyan: “WAF can’t accept athletes from Sweden to compete in the World or European Championships. It has to be a National Federation registered and recognized in their governing body. Anyone can protest that match and disqualify a Swedish individual. This is a fact.
How about the former best friends to sit and talk about a possible solution of the situation? The cost is the career of hundreds of Swedish athletes. Probably there’s a hypothetical chance to find a solution

Armwrestling Mircea Simionescu Simicel: “WAF can accept other member for Sweden as now doesn’t have one. Member can be any sport non-profit organization from Sweden. After the new organization will become member of WAF they can start recognition procedures at the highest sport authority in Sweden.”

Judyta Wiercińska: Letter of Complaint against a decision of the EAF Executive Board

” Dear EAF Members,

This is an official Letter of Complaint against a decision of the EAF Executive Board, removing me from the list of referees for European Championships 2019 without any reason.

I’m a WAF Master Referee with 14 years of experience, EAF Director of Referee Training and a member of EAF Referee Panel.

Without any warning, the EAF Executive Board has decided to remove me from the list of referees prepared by David Shead, EAF Head Referee, with only a note saying “Judyta is not invited”.
After questions from the Head Referee about the reasons for removing me, the answer of Mircea Simionescu Simicel, EAF General Secretary, boils down to: “Judyta is not banned but we consider it is better not to invite her”.
After my official request to the EAF Executive Board for rational reasons of my removal, I received an answer from the EAF General Secretary, stating that “I have no explanations nor official reasons to give to you. EAF executive board decided the list.”
Dear EAF Members, I have decided to appeal to You, as You are the highest power in EAF.
There is nothing in WAF constitution allowing the General Secretary/Executive Board to remove someone from the list of referees or even prepare such a list (this is the exclusive competence of Head Referee). There is only one exception for when someone is not in good standing, but the General Secretary confirmed that I’m not.
I haven’t violated any WAF rules as well.
Moreover, as an EAF Director of Referee Training, it is my duty to be present at the European Championships during the referee seminar, as well as during the whole competition to provide training for referees (according to WAF rules points 3.2.1, 3.2.2), while now I’m forbidden because of the decision of the Executive Board, that is supposed to follow the rules.
It is the first situation in WAF history when a WAF Master referee is refused from refereeing on WAF/EAF Championships without any reason.
Moreover, the Executive Board has decided that it will be better to invite two junior referees with just 1 year of experience and put them on the main list with reimbursement of all costs, hotel room, meals and pay them 25 euro per day. Meanwhile two Turkish referees with years of experience are not put there and told that they will have to pass an exam (one of them is WAF Senior level).
Dear Russian-speaking Members, I’m the only member of the Referee Panel with both good English and Russian. I’ve always supported you during any protest and helped in communication between you and the referees.
Now, there is no one understanding Russian in the Referee Panel, and even among all the Euroarm 2019 approved referees (present for all the days). As such there is no one that could assure a proper communication between Russian and English speaking athletes and referees, and to translate protests. We all know how crucial it is that the person translating the protest has both a good level of both languages and a knowledge of armwrestling rules and techniques to assure that a complaint made by an athlete would be understood correctly.
By the decision of the Executive Board, apart from me, also 4 more very good referees (one WAF Master, and 3 WAF Seniors) are not allowed to participate, as they were refereeing a PAL event (conducted by WAF rules!).
I’m trying to remain as objective as possible, but I cannot see how these decisions of Executive Board could be any good for armwrestling?
Refusing 2 WAF Master-referees and 3 WAF Senior-referees from refereeing in Euroarm and choosing 2 Junior-referees instead, could only decrease the level of refereeing and could be harmful to athletes.
And allow me to remind you that in my case the Executive Board has absolutely no reason to remove me from the list of referees, and they’ve openly admitted that. I don’t want to speculate about reasons of Executive Board decision, as on their level of position they have to have a strong proofs to support their decisions. I just present facts to you.
Dear EAF Members, you have the power to change the decisions of the Executive Board or the Executive Board itself.
Please consider my complaint, and make a decision that will support the armwrestling as a whole.

” Уважаемые члены EAF!
Это официальное письмо-жалоба на решение Исполнительного совета EAF, которое исключает меня из списка судей Чемпионата Европы 2019 без какой-либо причины.
Я являюсь Мастер-рефери WAF с 14-летним опытом судейства, директором EAF по обучению судей и членом судейской коллегии EAF.
Без какого-либо предупреждения, Исполнительный совет решил исключить меня из списка судей, подготовленного главным судьей EAF Дэвидом Шидом, с пометкой «Джудита не приглашена».
На запрос главного судьи о причинах моего отстранения, Генеральный секретарь WAF Мирча Симионеску Симичел ответил, что «Джудита не отстранена, но мы считаем, что ее лучше не приглашать». При этом, я не получала никаких уведомлений.
После моего официального запроса в Исполнительный совет о рациональных причинах моего отстранения, я получила ответ от Генерального секретаря, в котором говорилось: «У меня нет никаких объяснений или официальных причин касательно этого. Список утвержден Исполнительным советом EAF».
Уважаемые члены EAF, я решила обратиться к вам, так как вы являетесь высшей силой в EAF.
В конституции WAF нет ничего, что позволяло бы Генеральному секретарю / Исполнительному совету исключить кого-либо из списка судей или даже составлять такой список – это компетенция главного судьи.
Единственным исключением является случай, когда кто-то из судей имеет дисциплинарные нарушения, но Генеральный секретарь подтвердил, что у меня таковых нет.
Нарушений правил WAF также за мной не числится.
Более того, как директор EAF по подготовке судей, я обязана присутствовать на Чемпионате во время судейского семинара, а также присутствовать в течение всего соревнования для обеспечения подготовки судей (в соответствии с пунктами 3.2.1, 3.2.2 правил WAF). Вместо этого, меня отстранили по решению Исполнительного совета, который также должен подчиняться правилам.
Это первая в истории WAF ситуация, когда Мастер-рефери WAF отказывают в судействе на чемпионатах WAF / EAF без какой-либо причины.
Кроме того, Исполнительный совет решил, что будет лучше пригласить двух младших судей с опытом работы всего 1 год и включить их в основной список с возмещением всех расходов, гостиничного номера, питания и выплатой им 25 евро в день.
Между тем, двух турецких рефери с многолетним опытом работы туда не пригласили и сказали, что им придется сдать экзамен (один из них – Senior-рефери WAF).

Уважаемые русскоязычные члены WAF, я единственный член судейской коллегии с хорошим знанием английского и русского языков.
Я всегда поддерживала Вас во время любых протестов и помогала в общении между вами и судьями.
Теперь в судейской коллегии нет никого, кто бы понимал русский язык, также как и среди состава судей, утвержденных Euroarm 2019 (на все дни соревнований).
Таким образом, нет никого, кто мог бы обеспечить надлежащее общение между русскоязычными и англоговорящими спортсменами и судьями, а также переводить протесты.
Мы все знаем, как важно, чтобы человек, переводящий протест, имел хороший уровень владения обоими языками и знание правил и техник армрестлинга, чтобы гарантировать, что жалоба, поданная спортсменом, будет правильно понята.
По решению Исполнительного совета, кроме меня, еще 4 очень хороших судьи (один Мастер-рефери WAF и 3 Senior-рефери WAF) не смогут принять участие в Чемпионате, поскольку они судили соревнования PAL (проводимые по правилам WAF!).
Я стараюсь оставаться максимально объективной, но я не понимаю, какую пользу армрестлингу несут эти решения Исполнительного комитета?
Отстранение 2-х Мастер-рефери WAF и 3-х Senior- рефери WAF от судейства на Euroarm и замена их на 2-х судей-юниоров может только снизить уровень судейства и может нанести вред спортсменам.
Позвольте мне снова напомнить Вам, что в моем случае у Исполнительного совета нет абсолютно никаких причин для исключения меня из списка судей, и они открыто признали это!
Я не хочу размышлять об истинных причинах решения Исполнительного совета, так как на этом уровне должны приводиться веские доказательства в поддержку решений. Я только представила вам факты.
Уважаемые члены EAF! Вы имеете право изменять как решения Исполнительного совета, так и сам Исполнительный совет. Пожалуйста, рассмотрите мою жалобу и примите справедливое решение, которое поддержит армрестлинг в целом.

The position of WAF Vice President for Oceania will remain open, however at this stage I am unaware of any candidates who would nominate themselves for this responsibility. My journey in the sport of Armwrestling has been incredibly rewarding and I will continue to evolve the sport in Australia and support the global community.”

“I do hope still they can heal this rift with PAL and unite Armwrestling, that has always been our focus in Australia and will continue to be.”

Open Letter from WAF Master Referees to WAF Executive

This is an Open Letter signed by many WAF Master Referees sent to XSportNews.com as a response to WAF Executive decision to sanction referees who want to attend PAL/URPA events.

” Open Letter to WAF Executive

Dear WAF Executive,

We, WAF certified Master referees, respectfully ask you to cancel your decision about banning us from refereeing events not authorized by WAF.

We’ve been participating in WAF events for years spending our time and often our own money. We take time off from work where we would be paid, to referee as volunteers. We do this because of our passion for armwrestling and only because of passion, because we are not being paid. Some of us (but only restricted number on any Continental or World Championships) receives an accommodation and reimbursement for travel expenses. And the last one is not always in full amount. So we often need to spend our own money to come and referee for many days for free. And we do this because of our passion for this sport.

We are certified by WAF and have been trained in WAF. But it’s not WAF, who invested in our training. We had been trained by our fellow referees with more experience at that time. So we had been trained by one of us, and now we give this knowledge back by training the next generation of referees. And we do this without any monetary compensation. Only because of our passion for this sport.

We haven’t signed any contract with WAF, and there is no rule in the WAF constitution that says that we can referee only with WAF. Exclusive contracts are something present nowadays, but every company that wants exclusivity from their worker’s pay for that. Again, we don’t get any salary for being a referee at a WAF event. We do this because of passion for armwrestling.

How can we “spoil” ourselves by refereeing in different organization? We are highly qualified WAF referees. It cannot have any impact on us. It’s obviously not about us, referees. So please do not use us as an instrument in personal conflict or interest. We deserve respect.

The only thing that we expected in return is respect. Making decisions about referees, without any consultation with us is manifestation of disrespect. Restricting things that do not affect in any way our cooperation with WAF. Your decision to ban us from refereeing other events does not have any rational foundation and will be very harmful to the development of armwrestling in the world. It is in the interest of all of us to let armwrestling grow and organize as many as possible high quality events. Restricting participation of experienced referees in new events is against developing of this sport. Even new WAF Head Referee stated that in his latest article, that all armwrestling organizers should invite for their events WAF referees, even in cases where they use different rules than WAF rules. We are WAF referees on WAF events. After Championships we are normal people, with normal jobs. Why do we need to explain ourselves for what we are doing in our free time?

Neither Boxing nor MMA tell their referees which organization they can or can’t referee for. Why should armwrestling be different?

Refereeing events with non-WAF or less trained referees make us better referees. We must be be more vigilant when refereeing with less trained referees. This helps us sharpen our skills. Also refereeing with different rules helps improve the sport. We see which rules work and which don’t. If we want to improve the sport we must be open to improving the rules and the best way to do this is to see different rules in action. We cannot pass judgment on potential new rules if we’ve never tried them.

We hope that your latest decision is a misunderstanding. And that you will take into consideration our opinion – opinion of WAF Master referees. We hope to develop armwrestling together and make this sport grow and gain popularity.

” The official statement of the Polish Armwrestling Federation.

In connection with the widespread statement of the Executive Committee of the WAF about the termination of the contract with the Polish Armwrestling Federation on holding the World Championship 2019, the Polish Armwrestling Federation declares the following:

We are overwhelmed, surprised and outraged by the statement spread.
This statement came as a complete surprise to us, as we did not receive any signals or invitations to the negotiations in connection with the accusations listed in the statement.
Moreover, all attempts to contact the President of the WAF on organizational matters ended in failure.
All the accusations listed in the statement are considered unfounded, unfair and based on personal motives and emotions, nothing more.
In particular, the officially published report of the WAF Inspection states the following:

“After concluding the inspection for the Worlds 2019 in Katowice, Poland, WAF is satisfied with the logistics and functional facilities offered by Polish Federation (FAP). FAP fulfill the requirements to host the 2019 World Armwrestling & Para-Armwrestling Championship in Poland, city of Katowice.”

In this regard, the Polish Federation requires:

Immediately provide a scanned copy of the minutes of the Executive Committee meeting with the signatures of the members of the Executive Committee in accordance with the Constitution of the WAF.
Within 3 working days, provide the original minutes of the meeting of the Executive Committee with the signatures of the members of the Executive Committee in accordance with the constitution of the WAF.

The Polish Armwrestling Federation immediately starts working with lawyers to file a lawsuit against the WAF to compensate for financial and reputational losses due to an unreasonable decision.
The lawsuit will include financial commitments already made to sponsors, the administration of the city of Katowice, athletes, hotels, television partners, and the like.

The legal agency will contact the executive committee to obtain the necessary information.

This is the text from an email sent by WAF to the WAF Members:

” Dear WAF Members,

By the decision of the majority votes of WAF Executive Board, the contract for the 2019 World Armwrestling & Para-Armwrestling Championships with Polish Armwrestling Federation (FAP) is terminated and goes to the next Bid holder Romania, advancing all world championships bids with one year ahead.

The contract was terminated due to the breach of the contract terms:

Ignoring the invitation to sign the contract in Antalya 2018;
Payment of the license fee not accomplished, more than 3 months delay;
Missing of the TV Broadcasting Contract;
Missing of accommodation information, prices;
Missing of agreement with the Polish Antidoping Agency;
Huge lack of communication, consecutive emails not answered;
WAF officials mistreating during the inspection visit;
Lack of vital information about the event such as Hotel prices, antidoping contacts and transport.
Hostile attitude against WAF and WAF Officials from FAP main media partner and TV producer armpower.net;
Advertising of Mr. Igor Mazurenko, owner of Mazurenko Armwrestling Promotion as the organizer of the World Armwrestling Championships as a private Company and not as FAP which is a huge conflict of interest.

In the next few days you will receive vital information for the 2019 World Armwrestling & Para-Armwrestling Championships in Romania.

We are sorry for any inconvenient but WAF Executive Board can not guarantee to the WAF Members that Polish Federation can organize this championship without problems and according with WAF Rules.

Online registration for the
World Armwrestling Championship and
World Para-Armwrestling Championship
IS now OPEN.
You can find in the attachment a guide with all the information needed.
In short, the steps are:
1.1. Request log-in details from mircea[at]waf-armwrestling.com . The request MUST contain the following info: country name, federation name, president name, email for the password.
2.2. Log-in to http://registration.waf-armwrestling.com;
3.3. Add your Participants (players) if not already in the list, check the Participants list;
4.4. Register Participants in their categories by weight and hand;
5.5. Save your registration by clicking the Update button at the end of Registration process;
6.6. Save as PDF and send it to mircea[at]waf-armwrestling.com only when it is finished.
The online registration will close on 13th of September 2015, 23:59.

TO ALL World Armwrestling Federation (WAF) Members
The World Armwreslting Federation (WAF) would like to officially invite your country to attend the 37th World Armwrestling Championship and the World Para Armwrestling Championship which will be held from 27th of September to the 3rd of October 2015 in Kuala Lumpur, the capital of Malaysia.
2015 World Armwrestling Championship will be hosted by Malaysian Armwrestling Association (PAWA) in the name of Ahmad Badrulhisam Che Kasim as President of the Association. They are prepared to receive over 50 participating countries and more than 1500 competitors.
Teams are expected to register participation, within the deadlines listed below:
  • Visa Support                               30 August 2015
  • Hotel Reservation                      13 September 2015
  • Airport Transfer Reservation     13 September 2015
  • Team Registration (online)       13 September 2015

Keep in mind this important fragment from the WAF article:

” WAF applied for full membership at SportAccord with 52 members from which only 28 where considered eligible, recognized members by National Sport Authorities. According to the current rules we needed 40. This statute would had given us the possibility to obtain the other requested national recognitions easier with the SportAccord Membership (Provisional).

By 2% of the votes, the proposal of the SportAccord Council haven’t obtained the 2/3 majority needed to made statuary changes.

At the moment WAF have the Observer status in SportAccord General Assembly and our application is open. We keep on working to collect the missing 12 National Recognitions. “

That fragment is very important because we have a strange situation:

1. Marius Vizer – the President of SportAccord is from Romania (UPDATE: PRESIDENT VIZER RESIGNS – 31 May 2015 │ Mr. Patrick Baumann is the new SportAccord President – FIBA boss Baumann chosen as new SportAccord president – 22 April 2016),

2. Mircea Simionescu-Simicel (the General Secretary of WAF) is also from Romania,

3. In Romania armwrestling is not recognized as a sport (UPDATE: This article was first published in May 2015. In July 2016, after 14 months, armwrestling received the National Recognition as a sport in Romania, but there is still no Armwrestling Federation in Romania). There is no Armwrestling Federation in Romania, it is a country where the sport of Armwrestling is missing the National Recognition.

4. The conflict between WAF and Alexander Filimonov sure doesn’t help, considering that in the next 3 years  the SportAccord Convention will take place in Russia, see ► VIDEO: SportAccord Convention 2016: Sochi, 2017: Moscow, 2018: Saint Petersburg (UPDATE: After some changes, the SportAccord Convention 2016 took place in Lausanne, Switzerland, and the SportAccord Convention 2017 should take place in Aarhus, Denmark.
