Oleg Cherkasov is on the List of doping cases in Armwrestling, he is suspended until 04 May 2026.
The substance he used is fonturacetam / phenylpiracetam, is a phenylated analog of the drug piracetam. It was developed in 1983 as a medication for Soviet Cosmonauts to treat the prolonged stresses of working in space. Phenylpiracetam has been shown to possess a stimulant action in animal models and thus appears on the list of stimulants banned for in-competition use by the World Anti-Doping Agency. Russian Armwrestling Federation website – Oleg Cherkasov has been disqualified for three years! : “A member of the national arm wrestling team of the Karachay-Cherkess Republic, Honored Master of Sports Oleg Zakharbekovich Cherkasov was disqualified for three years (from June 27, 2023 to May 3, 2026) for violating the All-Russian Anti-Doping Rules (the athlete took Phenotropil containing a prohibited substance as prescribed doctor. The athlete admitted the violation of anti-doping rules and agreed to the consequences provided for by the Administrative Offenses).”

I couldn’t find any exemption for Oleg Cherkasov, he is still on the WAF SANCTIONED ATHLETES list, and he also competed in the AMC armwrestling tournament.
