Rules of Armwrestling WAF – World Armwrestling Federation, February 2017 UPDATE │ Collage made by XSportNews

This is the only place where you can find online the 2017 update of the official WAF Rules, right now on WAF website you can only find the 2016 version of the rules (don’t ask me why).

I asked Leonard Harkless (WAF Head Referee) to send me the updated rules (and he was very nice and sent them to me), after there was a discussion in Armwrestling Engin facebook group.

I also added a download link at the end of the article with the official WAF Rules PDF received from Leonard (the same content that you can read here but in PDF format), if you want to keep them.

Legs will be 28” minimum inside leg and 18” minimum from leg to leg.

2.3 Elbow Pads
7″x 7″ square shape. 2″ thick, made of heavy high quality foam material, covered with a vinyl/resin type cover. The foam and covering can be attached to a 1/8″ metal sheet, 7″x 7″ with
two threaded bolts 1/4″ diameter x 1 3/4″ long, welded to the bottom to be able and attach your elbow pads to the table top.

A line, either painted, upholstered or taped from hand grip to hand grip to establish center of the table will always be used at WAF tournaments.

2.4 Touch Pads
10″ long x 4″ high. Made of good quality touch pad.

2.5 Placement
Elbow pads should be set 2″ from their respective edge.
They should overlap each other by 1/2 to the right of center for a right arm table and overlap each other by 1/2 to the left of center for a left arm table.

2.6 Touch Pads
Should be on an angle, 5″ out from the inside corner of the elbow pad to the inside corner of the pad and 1/2″ from its respective edge measured to the outside corner of the pad. Running at an angle towards the hand peg it should measure 2 3/4″ from the hand peg to the outside corner of the touch pad.

If it’s for a right arm table, these measurements should be made on the left side of the elbow pad and reversed if it’s a left arm table.

2.7 Hand Pegs
Should be placed midway at 13″ on each edge of the table, 1″ in from the edge.
The peg itself should be 1″ in diameter and 6″ high form the table top.

Riser platforms can be used in combination with platform shoes or multiple platforms, to raise the competitor, to at least bring their waist to the table top. Competitors can use a personal riser with prior permission of the Head Referee before the start of contest.

For consistency and ease of handling reasons, riser platforms will be built of 1/2″ thick plywood, 4″ high x 36″ wide x 32″ deep. They will be notched at the top part, as to fit the table legs on each their respective side, to prevent them from slipping out during competition. Approximately 3″ from the top, the notches, on either side will be located.

A hand slot will be cut in the center to facilitate the removal and installation of the riser platform.

Failure to comply will result in the competitor getting a warning. 2015

5.2.6 No competitor will be matched twice against the same opponent unless for place standing.
5.2.7 The referee’s may give a disabled puller some allowances for his handicap.
5.2.8 You can only pin your opponent on the winning side of the table

5.3 Setting up / Start of Match
5.3.1 The grip is palm to palm, grip at thumb, thumb knuckle must be visible. Gripped hands should be level on a plain at the forefingers. Free hand will grip the hand peg provided at the table edge.
This arm may or may not touch the table top. Finger nails should be trimmed so as not to injure your opponent. Stickum/rosin/chalk are permitted.
5.3.2 Back pressure to the extent that it pulls your opponents arm across the marked center of the table will not be allowed. This infraction will be deemed the same as a false start.
5.2.3 Shoulders will be kept square to the table. They may slope to either side before the start.
5.2.4 There will be a hand width between the shoulder and forearm of each competitor as well as between the chin and hand prior to the start.

Section 6 – Universal Worlds

• Each competitor should know the following words.

Ready Go │ Knuckles        │ Elbow down│ Wrist   │ Shoulders
Stop          │ Warning         │ Winner         │ Over     │ Referee Grip
Back         │ Thumb Down│ Don’t move │ Center │ Coincidental
Grip          │ Foul                  │ Under           │ Strap   │ Dangerous Position

• The word SHOULDER will be used to describe a dangerous position.

Section 7 – Warnings

7.1 Any early movement with shoulders, arm, hand or fingers will be a warning unless competitors are in a referee’s grip. Then it would be a foul.
7.2 If one competitor is causing a delay “locking up” the referee will give the offender a warning.
7.3 Letting go of the peg will result in a warning being called to the offender, without stopping the match. If an advantage is gained prior to re-gripping the peg, the match will be stopped and the offender will be given a foul. Contact with the peg must be above the table. One armed or one hand persons do not have to grip the peg.

Section 8 – Fouls

Note: Two warnings will equal one foul.
Two fouls, competitor will lose that particular match.

8.1 Fouls
8.1.1 If competitors fail to come to the table in the 60 seconds allotted they will be given a loss. Their name will be dropped to its proper slot, the same as a loss in an actual bout. If they already have a loss they would drop out of the tournament for that particular weight class. (2013)
8.1.2 Competitor’s shoulder must not cross the “centerline” between pegs during competition. This will be a FOUL.
8.1.3 Competitor cannot touch any part of their body such as chin, shoulder or head. A foul will be given.
8.1.4 Intentionally pushing of your own hand into an opponent’s shoulder will result in you getting a FOUL.
8.1.5 When a competitor starts to put themselves in a “dangerous position”, the referee will caution the competitor loudly so that the competitor understands the caution. Referee will instruct the competitor to face their competitive arm, so as to keep the hand, arm and shoulder in a straight line. Competitors must never force their shoulder inwards, ahead of their arm or hand, towards the table.
8.1.6 Competitors cannot drop the competing shoulder below the level of the elbow pad when in a neutral or losing position. This will be considered a dangerous position.
The neutral position defined as the starting position down to 2/3 of the way to the losing side of the table.
8.1.7 Any obviously intentional action that causes your opponent to get a foul will result in no foul for the opponent and you receiving the foul instead. Example obviously intentionally pushing your opponent off the back of the elbow pad.
8.1.8 30 second rest is permitted after a FOUL.
8.1.9 Foul language, poor sportsmanship or abuse towards an official will result in a FOUL. If it continues, competitor or official will be barred from the tournament.
8.19 Any foul given when a competitor is more than 2/3 of the way down to the pad is a loss

8.2 Referee Grip
8.2.1 Competitors have 30 seconds to “Grip Up”. If in that time, they have not gripped up, they will be given a “referee’s grip”. A referees’ grip consists of the following procedure. (2013)
8.2.2 Competitors’ hands are placed palm to palm by the referee, the thumbs are pushed down by the referee, the fingers are wrapped by the referee, first one competitor, then the other. As they are wrapped referee asks competitor if he/she wants their thumb covered or not. Thumb knuckles will be showing, forefingers level, wrists straight and arms centered. Competitors are not to move from this set up.
8.2.3 Examples of movement are fingers re-gripping, back pressure, bending wrists, early start or elbow lifting off the pad.
8.2.4 Any movement by any competitor will result in a foul being given against the one that moves.

8.3 Elbow Fouls
8.3.1 A foul will be given when a competitor’s elbow loses contact with the elbow pad. A competitor is considered to lose contact with the pad when
8.3.2 The elbow lifts vertically off the pad, no matter how insignificant, as long as there is clearance between the pad and the elbow. It is not considered an elbow foul if the elbow has lifted off the pad, but the competitor still has contact with the elbow pad with their triceps or their forearm.
8.3.3 An elbow foul will be called if the competitor is riding on their triceps or forearms and the elbow extends beyond any side of the elbow pad.
8.3.4 Any foul that occurs simultaneously with a foul by your opponent will be considered coincidental, the march will be stopped and restarted and no foul will be given.

8.4 Slip Outs
The referee will call one foul for “causing a slip out” when:
8.4.1 You lift your fingers off your opponent’s hand prior to a slippage
8.4.2 You close your fingers as to make a fist inside your opponent’s hand
8.4.3 You’re in break wrist position and you pull your fingers inside your opponents hand, therefore you are unable to hold your grip.

8.5 Straps
8.5.1 Straps will be used when any match ends by way of a slip-out not resulting in a foul. A slip-out occurs when both competitors have lost complete contact with one another. The official must be certain of the circumstances preceding the actual slip out before calling a foul. If the official is uncertain as to who caused the slippage or it was caused by the actions of both competitors, then straps will be used and no foul will be given.
8.5.2 When straps are employed, the officials will ask competitors to place their elbows to the center of their respective elbow pads, place their hands palm to palm, fingers extended and thumbs up. Opposite hand will grip hand peg. In this position the strap can be quickly installed. Only the official can adjust the strap. Competitors may ask to loosen it or move it if it’s uncomfortable. The strap cannot be lower than 1″ below the natural wrist line. The new fairer wrap will be used. The referee will always wrap the buckle side wrist first. When going around the last wrist the strap will be threaded above the strap on that wrist. (2015)
8.5.3 After the strap is installed, competitors may take their grip and place their elbow to their choice of position.
8.5.4 If a competitor intentionally slips out during the match in a losing position (losing position is
determined by being more than 2/3rd of the way down to the pin pad), the competitor will lose that
particular match. Any intentional slip is an automatic FOUL.

Tim Bresnan ► World Armwrestling Forum: ” Richard was made to pull over 100 matches Fri and sat by Robert drenk plus a 3 round match with Mike Todd 1 each day! I’m thinking would have been a bit more of a match had Richard started with skin on elbow, not saying Puskar would have lost just would have been. More equill. He tried to slip hand was to strong. “

Tim Bresnan ► World Armwrestling Forum: ” Yes he did I believe it was done to him to screw him up ! And Drenk wonders why he is loading all his pullers, Richard felt obligated because of his contract . I don’t think he will be signing again! And he pulled over 50 matches a day and then a supermatch with Mike T “

Tim Bresnan ► World Armwrestling Forum: ” I don’t know if it would have had my h diffrent esept the matches would have been WARS!!!!!! Rich had no skin on elbow to start was bleeding by 2nd match. AND PLEASE BILL GIVE U.S. RESON RICH WAS FORCED TO PULL ALL THESE MATCHES WHEN MIKE T AND BONGARD WERE THERE AND DIDN’T HAVE TO PULL OVER 100 MATCHES! It was great to see MR Bombard at hotel haven’t seen him since Cahalase . “

Bill Collins ► World Armwrestling Forum: ” For clarification, RL & MT put on a spectator show WWE style “get it” ask Michael Todd….yeah it still puts strain on the arm..Micheal and Kevin also pulled not just Rich, hell I even had some fun.
Rich pulled many times (men, women & kids) 99% all non-armwrestlers…I spoke with Rich many times during this show and his elbow got a little tender, he was being monitored (whatever that might mean) and I mentioned many times save yourself for his one on one match….Rich is a grown man and I can’t see anyone on this earth making him do something he didn’t want to do or couldn’t handle…No doubt after two long days with photo opts and playing on the table, it can take a toll on the arm, mind and body…Rich was a fan favorite everybody loved the big man… Rich is a UAL contracted athlete and was allowed to pull the WAC and as the gentle giant stood by his obligations (honorable man) he still took the match with one of the best in the world…Because the original puller was not allowed…With that in mind, I feel under the condition of contracts, there is only one guy in the USA who can stop Mr. Pushkar, can you guess who? “

Tim Bresnan ► World Armwrestling Forum: ” Really you monitered the skin that was peaked off his elbow on Fri night, and still pulled on sat!!! And for only 1 person that can beat Puskar (luv you Mike but ) if it’s Mike Todd his kings move is no longer legal and should be a foul, and only Mike T and Devon I And Denis S are aloud to use it without being fouled, Dave C would be 1 that can , I do believe I would give him a run the last time I pull was 3 weeks after pulling Devon and trying to pull a man like Puskar NOT FRESH is not a good thing!!!!! “

PAL – Professional Armwrestling League:

” Igor Mazurenko: “Vendetta in Vegas – Armfight #43” Overview

I would like to bring to the attention of armwrestling fans the analysis of the tournament «Vendetta in Vegas – Armfight # 43″ which took place on July 12 at that Hard Rock Hotel and Casino Las Vegas. The tournament featured 4 historical armwrestling matches between the strongest athletes in different weight categories.

First of all, I want to note that we had to overcome many difficulties during the organization of this Vendetta. It took us 7 months of great efforts to make this event happen. First, after difficult negotiations, we were waiting for the CBS Sports Network contract to be signed, then locking up the date and venue for the tournament, solving other problems. The biggest obstacle was the fact that today “the market” has a large number of athletes who are blocked by contracts with different organizations.

So, the first match – Vazgen Soghoyan and Chris Gobby. Many of you are wondering why other athletes like Geoff Hale and Corrie Miller were not invited to fight with Vazgen. Why we have chosen Chris Gobby – an athlete supposedly inferior to Vazgen by some indicators. We have proposed Geoff Hale to compete with Vazgen 4 months ago. He has refused. He could not take part in the fight as he had a contract with another organization that did not allow him to fight at Vendetta. We started to look for another opponent urgently. And we do not regret our choice fell on Chris. We met a great guy, a devoted athlete Chris Gobby, who was, perhaps unnoticed by other organizations, competing at some regional events, but, nevertheless, he is very promising and talented athlete. Yes, he has lost. Vazgen was stronger than him and won with a score of 5: 1. But the fact that Chris Gobby accepted Vazgen’s challenge for Vendetta, managed to lose weight to the corresponding level speaks for itself. Still Vazgen is a World Champion and there is not much reason to regret about the loss. World Champion has met the Champion of Canada and we saw the result.

Second armfight – Jan Zolcinski and Harold Owens – all of a sudden became the most interesting and most dramatic duel at «Vendetta in Vegas – Armfight # 43.” Some time ago, I have invited Jan to pull at Arnold Classic for he tested his hand with the American athletes. It so happened that he lost to Harold Owens on his right hand that time. Jan had problems with his right hand as he was left-hand athlete. His left hand is much stronger in the wrestling, than the right one. Secondly, his training system did not allow him to go far enough to compete with the athletes of such a high level as Harold Owens. However, in June, when I was doing a seminar on arm wrestling in Poland, Jan Zolcinski found time to come for my consultation on training. Within a month he was able to bring his hand to such a level that it stopped getting stuffed under heavy loads. After the match, he told me that his fingers and forearm are not stuffed and he didn’t feel soreness at all. He is very happy with the training system, which I prescribed for him and asked us, as organizers of the «Vendetta in Vegas – Armfight # 43», to organize him a match on the left hand. I believe that a worthy opponent for him is Chris Chandler. At the moment, we are considering this option for a future «Vendetta in Vegas».

The third match was the most anticipated fight of «Vendetta in Vegas – Armfight # 43». The idea of the whole event was based on it. At this match, in the Unlimited weight class met two of the most famous athletes of the world of armwrestling – Eugene Prudnik, who pulled at the European Championship in the up to 90 kilograms weight class, and Tim Bresnan, weighing 130 kg. Tim challenged Eugene for the Vendetta after their previous match he lost to Eugene by fouls at the Nemiroff Professional World Cup 2013.

For their rematch at this Vendetta a special film called «Vendetta in Vegas – Armfight # 43. Countdown» was made. The short movie features the ordinary lives of two athletes, in particular Eugene, who is a professional actor in the Operetta Theatre Kiev, Ukraine.

But a month before Vendetta the unexpected tragedy happened. During the final match of the European Championship Eugene hurt his shoulder joint. The articular lip appeared to be so damaged that his shoulder needed a long rehabilitation period. However, Eugene accepted the challenge of Tim, and, according to himself, was ready for a fight. The extent of his readiness was difficult to determine because lately he had no hard training. Eugene engaged in the rehabilitation of the damaged joint – massages, physiotherapy and so on. During the first round, according to Tim Bresnan, something snapped in the Eugene’s wrist. Tim was pulling with a top-roll and felt that there was something wrong with his opponent’s wrist. And, during the next round, something snapped in Eugene’s shoulder joint. Prudnik said Pushkar, who assisted him during the match, that he felt concern for his hand. And after the fourth match, with the score 4: 0, Referee-in Chief Leonid Harkless decided to stop the fight and declared Tim Bresnan the winner. For the first time in the history of the Professional Armwrestling League, the match was stopped and the winner was announced ahead of time. On this occasion sounded a lot of criticism. What can I say? Sports aspect of the «Vendetta in Vegas» is always unpredictable as it is a real sports event not just a show. Just like in MMA or boxing matches, where organizers can not guarantee that the match will not end in the first seconds. Someone said that athletes were not properly selected and the like. I can say that in a real fight anyone can find himself in such a situation. Let me stress again that the Bresnan-Prudnik fight was a main card, the whole Vendetta 43 was built around it. But, unfortunately, that fight turned out to be the worst that evening. We are waiting for Eugene’s recovery. He also fights well on the left hand. I am sure we will see him back soon struggling on his left hand in some very interesting match.

The fourth match was, we might say, the most promoted fight in the armfighs’ history. This number of likes and shares exceeded all expectations. Despite the fact that Richard Lupkes lost – Andrew Pushkar did not leave him any chance to win – this match made us feel nothing but admiration for the fact that in his 59, Richard took up the challenge and fought with Andrew. A month ago, when we promoted this fight with Jerry Cadorette, Jerry decided to fight in a different league at the last moment. Of course, we respect the choice of Jerry, but he had to make a choice before we began to invest in the promotion of the fight and athletes. However, we quickly found a solution and agreed with Richard about the match. Today, there is practically no choice of opponents for Andrey Pushkar. Those athletes who can fight with him today are blocked in other leagues. In the future, we may want to look for opponents for Andrew’s left arm – maybe there will be someone who will be able to confront Andrew.

However, we have some ideas about Pushkar future opponents on the right hand in the near future, but for now we want to keep this information secret. The only thing that we can say that those are the candidates of the highest level.

What are the plans of the Professional Armwrestling League until the end of this year? We organize the following Vendetta in Vegas which was planned for October, but may be held in September. Zloty Tur Professional World Cup on November 21-22, and then will be the next Vendetta in early January 2016.

On my own behalf, I want to assure all armwrestling fans that, as an organizer, I never affect the results of our armfights. So I do not get involved in refereeing. What else can I say about the refereeing? To date, this is the strongest point of the Professional Armwrestling League USA. We managed to bring together the work of three talented referees. They are: Leonard Harkless – World Armwrestling Federation Referee-in-Chief, Andrey Mosolov – World Champion and the Master class referee and Reza Dilmaghanian – young referee – expert in judging by a video monitoring system.

In the future, this team will report results and rule changes to the public. ”

On the financing conditions of payment of the referee in the WAF

The Russian Armsport Association certainly welcomes and supports the efforts of Leonard Herkless to create equal conditions for career referees in armwrestling. We would like to note that the financial terms of the payment of the referees from different countries and different levels of qualification, published for general guidance for the first time, and we are pleased that our efforts to create transparency in the work of the Directorate of WAF, is producing results! The fact of the publication of the terms of payment of the referee is a huge step forward. However, these conditions were not clear to all, and we asked for clarification to  and . Through their comments to the letter of , overall funding picture became clearer.

There are three categories of referees: Junior, Senior, Master. Junior gets nothing, they are not referees at the armwrestling table, they help to remove athletes, check lists of categories, etc.

Then the following: WAF gives referees some money – a certain percentage in accordance with the entry fee collected. This amount is broken down on the referees, depending on rank (Master or Senior), the number of days worked by the referee in the championship (involving in the organization and conduct of Referee Seminar, this day shall be counted as working).

Binding to the money spent on the ticket is very conditional. You can not get more than you spent. But in practice, the cost of the ticket is always greater than the amount received for the work. In other words, the three components to determine the amount: 1. Referee level, 2. The number of days worked, 3. The cost of the ticket.

We hope that  and  will continue to introduce more sports community with the mechanisms of payment of the referees !

But it remains unclear why the answers to our questions were published in a social network, not on the official website of the WAF, and were not sent to the email of Russian Armsport Association (RAA).

Nevertheless, we hope in the near future and get answers to the rest of our questions.

Press attache of RAA

Leonard Harkless’ response to Alexander Filimonov: Referee Funds

Leonard Harkless - WAF Head Referee │ Photo Source: Leonard Harkless
Leonard Harkless – WAF Head Referee │ Photo Source: Leonard Harkless
Leonard Harkless commented on this article (and he posted also on facebook) ► Alexander Filimonov: WAF Money Crisis, Doping Control, Uncontrolled Spending

Leonard Harkless – facebook: ” I will respond to the referee portion of this letter. The referee fund that is given to the referee panel is distributed to the referees for help in paying back some of the costs of travel for the referees. This is given out based on a point system. The referees get points based on their referee level and how many days they work. This system ensures that the Master level referees would get more travel money than the Senior level. The Junior level receives no travel money and is there to help in the staging area. This is a huge incentive for the referees to get better and test for a higher level.
The total points are added up and divided into the pool of money collected for the referees from the entry fees. A referee can only receive up to the total cost of transportation, so for instance if the referee earns 800.00 based on the points and their travel is only 150.00, then they only get 150.00 and the extra money is used for other referees travel. We have master referees with travel costs of 1800.00 and they only get 900.00, The referee panel and myself have been using this system since 2002 when the referees first started receiving some of their travel expenses. I know that there is arguments about other issues with money but other than some of our money being used last year for the technical staff, which I was very upset about, the referees should be left out of these discussions.

Assen Hadjitodorov - The New WAF President │WAF Elections

Assen Hadjitodorov to Alexander Filimonov – Response on WAF Money Crisis, Doping Control, WorldArm 2014

Assen Hadjitodorov - The WAF President since 2012
Assen Hadjitodorov – The WAF President since 2012 │ Photo Source: armpower.net

Below is Assen Hadjitodorov’s response to these 2 articles:

World Armwrestling Federation WAF:

” Letter of WAF President

Dear WAF members,
Dear Colleagues and competitors,

This is my answer to the mud that President of RAA throw on my name.

In the past there was people who did the same and now he decided to go on the same way too.

Spreading lies and trying to convince you that I am the “bad guy” in armwrestling.

First of all the “WAF crisis” he is talking about, I consider is only in his eyes and in his head.
My opinion is that since I was elected as WAF President in 2012, WAF is in a huge and fast growing progress. Only for two years of my mandate we achieved the goals we are trying to achieve 20 years and more.

First achievement was the WADA Code Compliant that WAF became and second and most important is the successfully application for full Membership to SportAccord.

Also for two years, because of my pressure and requests, the Continental Organizations of Africa and North America where officially registered as non-profit organizations.

WAF has successfully changed the format of the World Championships as the one in Europe and we successfully have managed the Asian Championship for the first time in the same high level format.
Also, we successfully increased three times the number of doping tests from 20 to over 60.

I want you to return long time ago and remind you what this “bad man” Assen Hadjitodorov made for armwrestling for last 20 years.

In 1996 Assen Hadjitodorov organized the first European Championship for juniors and gave powerful push for developing the armwrestling for youth people.

In 2002-2003 Assen Hadjitodorov made the unification of armwrestling.

In 2005 Assen Hadjitodorov for first time in the history of our sport introduced the Live TV Broadcast of European Championship in Bulgaria.
During the same championship for the first time Assen Hadjitodorov organized the doping controls in armwrestling and established the fight for pure from steroids sport.

In 2007 Assen Hadjitodorov introduced for the first time the Live TV Broadcast of World Championship.

In 2009 Assen Hadjitodorov succeed to broadcast live the European Championship even in Russia and all former Soviet Union Countries.

The facts above shows that under my leadership armwrestling has progressed to the level that exists now and I am sure that until the end of my mandate we will have more progress and we will received a worldwide recognition of our sport.

I think everyone is surprised why Mr. Filimonov is acting so aggressive against me. I will tell you my answer.
At last day of the World Championship in Lithuania we had an Executive Board meeting in which Mr. Filimonov tried to avoid the WAF rules approved by the Congress in 2013.
”Article 4. 4.2.2 Each positive test of an athlete oblige his national federation/ body to finance an additional doping test to be carried out on anyone of their athlets next World Championship.”

During the meeting he has attacked in a very aggressive way the WAF General Secretary Mircea Simionescu-Simicel stating that he didn’t made his job and accused him that he didn’t spread the info to the members in advance about the changes. Every WAF member have received as every year the Minutes from the previous Congress, the updated WAF Constitution and the updated WAF Rules months in advance which where approved by the Congress this year.

The WAF Executive Board with 3 to 2 votes has confirmed that the Rule is in power since it was accepted in 2013 WAF Congress in Poland.

Mr. Filimonov threaten the General Secretary that if he don’t change his vote he will have many problems.

My personal position was that the Rule is in place and we have to follow it, so all those countries that had positive tests must finance additional tests this year. We all have to remind that Russia have always the most positive cases.

Everyone have paid according to this rule but Mr. Filimonov representing RAA refused to pay and did not take in consideration the WAF Executive Decision.
After this meeting he became angry on me and General Secretary. Why? Just because we follow the WAF Rules.
As a continuation of this meeting he started to attack in RAA website and in armpower.net website the WAF Executives.

At the moment RAA is not in good standing member to WAF until they don’t follow the WAF rules.

Mr. Filimonov received all the answers to his questions from me and from our General Secretary and because the conversations between executive members are private we send it just to the executive members but he is continuing to ask us the same questions.

So, in all this years I was elected in democratic elections, my work was transparent and the results of my work are visible for everyone.

Mr. Filimonov attacks me about the WAF money. Every year WAF Congress approve the financial report and this year was approved including RAA with zero “against” votes.

In order to apply for WADA and SportAccord membership it was necessary, WAF to spend more money, with the Congress mandate, but the money missed in the WAF accounts because we haven’t received them from the former management. I decided to give a personal loan to WAF in order not to stop our developing process of becoming WADA and SportAccord members.

In Filimonov eyes this is a bad act on my side. Question, it means that Mr. Filimonov don’t like that WAF become WADA and SportAccord full member?

In order to meet the new financial needs WAF Congress decided this year to change the currency from USD to EURO.

Once again, WAF and EAF Congresses have approved the Financial Reports all those years with the support of RAA.

Mr. Filimonov also doubt about legal doping control process and instead of promoting clean sport and reduce the number of positive cases in his team, instead of trying to support WAF efforts to clean armwrestling from doping, he decided to throw mud on me and on WAF Doping Committee and create a bad image to me and to the WAF Doping Committee.

In the Doping Committee we have four representatives: Director Jean Frederic Andre from Belgium, Dr. Bokor from Hungary, Dr. Babiak from Slovakia and Dr. Petra Spatz from Germany. Every year the doping Director J-F Andre receive the results from the WADA Accredited laboratory and together with his colleagues do the proper work following the WADA procedures and rules.
Every one knows that this process is confidential until the procedures are finished. During this process WAF have no right to spread documents or info.

He doubt that this year we had 62 doping tests, spreading the idea that the doping committee lie for this. I promise that after the doping process is finished the Doping Committee will publish the laboratory protocols together with the punishment of the athletes.

Every year the host is responsible to organize and finance the doping control process during the World Championships. WAF pay only the analysis of the urine samples to the WADA Accredited laboratory. This year we did it exactly like this.

Regarding the problem between WAF Vice President Umberto Panzetti and Technical Staff Olesya Romanenko, Mr. Panzetti received 100 $ fine for using bad language, as in our rules. Mr. Panzetti send his apologize to Olesya. The General Secretary forwarded apologizes to her.

Referees expenses. I believe that WAF made the proper job giving the right to the Head Referee and to the Referee Panel to distribute their budget by their rules.

I want to apologize on behalf of WAF, once again, to the sportsmen and to the federations because some of them did not received the medals and cups on the last competition day in Lithuania.
First information we received from Vydas Mikelonis, the President of Lithuanian Armwrestling Federation, was that after one month he will send the medals to WAF.
Yesterday we received updated information that because of lack of money he can send the medals in January 2015 when he expect to have funds for the medals.

I warrantee that the competitors will receive the medals latest next year European or Asian Championship and for the other continents during the next World Championship.

About the punishment of Lithuanian Federation for not executing the WAF contract, so far Lithuanian Federation received a 3.000 USD punishment and if there is another proposal we will discuss it with in the Executive Board.

Now I have some questions for Mr. Filimonov because he accused me that I am acting like a “sovereign-emperor”.
This so called “sovereign-emperor” Assen Hadjitodorov was elected by the WAF and EAF Congress in a democratic elections.
1. When and who have elected Alexander Filimonov for the Presidency of IAFD?
2. When and who have decided that the next World Championship for disabled will be organized in Poland and not in Malaysia as WAF Congress decided?
3. Who gave the right to American Armwrestling Federation (AAF), not a WAF member, to organize the American Disabled team?

In conclusion I believe that Mr. Filimonov will change his mind, he will stop being arrogant and he will focus in the process to develop our sport in the future.
I have only one goal: to give my best to our sport.

Best regards,
Assen Hadjitodorov
President of WAF ”

Alexander Filimonov: WAF Money Crisis, Doping Control, Uncontrolled Spending

Alexander Filimonov │ Image Source: armsport-rus.ru
Alexander Filimonov │ Image Source: armsport-rus.ru

Last month on 01 Octomber 2014, Alexander Filimonov, who is the Vice President of  and President of , sent an official letter (in English language) to Assen Hadjitodorov (WAF and EAF President): Letter regarding the 36th World Armwrestling Championships 2014 WorldArm.

Now, a month later after sending the official letter, Alexander Filimonov still didn’t receive any answers.

Alexander Filimonov states that is still not clear what constitutes an amount of 250 Euro per sample, therefore he asks Assen Hadjitodorov to provide an official document from the WADA accredited laboratory in Greece, where WAF handed (according to Assen Hadjitodorov) 62 samples from the , Lithuania.

This document must contain, among other things – the amount of payment and details of who will pay. Having the document is important so we can easily calculate the cost per sample. This document is important also because the majority of WAF members (including Alexander Filimonov) are skeptical that all 62 samples were transferred to the laboratory and paid.

According to Assen Hadjitodorov the payment, for the doping control of the 62 samples was made at the expense of the Lithuanian Armwrestling Federation (but this was still not proved with an official document from from the WADA accredited laboratory in Greece).

This is a surprising fact, for several reasons: 1. Firstly, the payment of doping control is always performed at the expense of WAF-EAF (as the organizer of the European Championship in 2010, Alexander Filimonov can confirm this!).

2. Secondly, it is unclear where and how the sum of 15 500 Euros (62 samples * 250 euros = 15 500 Euros) appeared in the Lithuanian Armwrestling Federation, because doping control it was not its duty (this is always the responsibility of WAF). After all, we have witnessed the President of the Lithuanian Armwrestling Federation, who told us about his financial insolvency!

There are many other issues reported by Alexander Filimonov, you can read them below, Google translate is not perfect but you can get the idea:

Source: armsport-rus.ruGoogle Translate:

Press Service of the PAA recalls that placement of these materials due to the lack of confidence in the president WAF, Assen Hadzhitodorovu, and we consider it necessary to voice community sports official position of the Russian Association armsport (PAA) for each problematic sectors vital WAF separately.

Member of the Directorate of  WAF, first vice president  EAF, Aleksandr Filimonov’s financial situation.

Here we come to the most important issue.

Money WAF.

Whereas before, when he was president of the board of the previous WAF, to understand where the money is spent overall, and on what basis – it was very difficult, but now it has become even more difficult to do!

Financial resources EAF and WAF is now concentrated in the same hands – Assen Hadzhitodorova. This has never happened in the history of our sport. I think that in other sports such combination is unlikely.

As can be seen from recent events – it is absolutely not acceptable!

The man was not able to properly assess the crisis situation in the world championship in Lithuania and plucked, as is now obvious, the main event of the year. Spit on athletes and deprived them of opportunities to get the blood and sweat, medals conquered!

So, we shall understand the main problem areas of the budget WAF.

1. This, of course, pay the costs of organizing doping control at European and world championships.

It is still not clear of what constitutes an amount of EUR 250 per sample. On my repeated requests to President WAF provide relevant documents – silence.

A document need only one – for example, from the WADA-accredited laboratory in Greece, where WAF handed (according to the most Assen Hadzhitodorova) 62 samples from the World Championship in Lithuania.

This document must contain, among other things – the amount of payment and details of who will pay. Having the document so we can easily calculate the cost per sample.

This document is important also because the majority of members of the WAF (including myself) are skeptical that all 62 samples were transferred to the laboratory and paid. Can only be part of the samples (you can guess from 6 to 62) is passed, and the other is not.

According to Assen, the payment of research in 62 samples of Greek laboratories was carried Lithuanian federation. This is a surprising fact, for several reasons:

Firstly, payment of doping control is always performed at the expense of WAF-EAF (as the organizer of the European Championship in 2010, I can confirm this!). The organizer was obliged to provide for its own account only the group “officers” WADA, with the appropriate equipment (containers, drinking water, etc.);

Secondly, it is unclear where in the Lithuanian federation appeared sum of 15 500 euros (62 samples multiplied by 250 euros) is not scheduled for doping control (remember, it has always been an area of responsibility WAF)? After all, we have witnessed in the wings of the Lithuanian federation president, who told us about his financial insolvency!

I suggest to remember also, the episode a year ago, when the Congress WAF Poland Brazilian World Cup organizer Mr. Pantsetti was asked a similar question: “In which the laboratory and for what sum was made the analysis of doping samples from the last World Cup in Sao Paulo?” . Documents confirming this procedure – out!

Pantsetti long explained that the laboratory is very far and get the documents from them is very difficult! Funny, is not it?Nevertheless, he set a deadline of three months to ensure that it is related to this “distant” Laboratory and submitted the necessary financial documents.

It should be noted that in most of Brazil WADA-accredited laboratory is not! This can be easily checked

No documents not. A similar situation was in America – the amount of the doping control in financial reports is – financial documents, confirming the data of waste – no.

But in Lithuania, the situation is quite complicated. On what basis, suddenly, the Lithuanian Federation paid a drug test? What changed the contract for the organizer European and World Championships? Why is this no one knows?

I asked Assen send me a contract with WAF Lithuanian Federation for organizing the World Championship in Lithuania (note that this is public information) – in response to the silence.

But to remain silent on all issues at Assen Hadzhitodorova fail. We have, after all, a democratic organization, albeit with a tilt towards the usurpation of power by one person!

2. Uncontrolled spending WAF.

For all the participants of the Congress WAF in Lithuania became a surprise graph in financial report for 2013, where the expenditure was specified amount – minus 18, 000. To the representative of the United States – “Who paid the money?”, Assen, not embarrassed, replied – “I am.”

This means that Assen, in principle, could write in the report, minus 100, 000 or a million, and announce that it is his and he is spending, for example, took out a loan and now we have to pay interest to the bank. All of us!

But why? Who authorized him to invest in the WAF their own money? At what point WAF lose their independence and become a debtor Assen Hadzhitodorova?

This is completely unacceptable!

Assen is not entitled to invest in our common organization of personal funds without public discussion!

To exclude such a situation in the future, you must enter the position of Treasurer! Money should not be the president of the organization. This practice is all normal federations! Moreover, the Treasurer must be from another country.

This eliminates the danger of temptation president of the organization to spend money in its sole discretion!

3. Spending on refereeing.

Fully closed topic. Known only to the sum of percent of the total contributions of the championship, which is passed to the Chief Judge.

Then everything is clear. How much, to whom, for what and why – he knows only one man – Leonard Harkles. He alone decides who pay for air tickets, accommodation, food and work, and who only work.

This is not correct. Everything must be known in advance and agreed with the Treasurer. Nothing else.

In conclusion, once again refer Assen Hadzhitodorovu questions:

1 month from the date of completion of the World Championship in Lithuania took place. Where medals ?!

2. The results of the doping control are known. Where an official document from the laboratory, showing the amount of payment for this procedure ?!

3. Where information Pantsetti punishment for misconduct at the World Championships in Lithuania ?!

Where a public apology (Online WAF) Mr Pantsetti for publicly insulting the girls at the World Cup, or he did not repent of their deeds ?!

4. On what basis doping control paying federation of Lithuania?

5. As will be punished for the failure of the Lithuanian Federation World Championship in Lithuania? Apart from anything else, there was a television broadcast, and after all due to the failure to organize a live television broadcast, the US delegation has lost the right to host the World Cup 2015 in Las Vegas!

VIDEO: The Fairer Strap at 36th World Armwrestling Championships 2014 (WAF)

UPDATE:

Leonard Harkless ► facebook: We did this for the first two days and the last two days we went back to the old way. It really does make it fairer to use the new wrap. The key to doing it proper is to make sure it is very tight on the wrists before finishing. Use your down side referee to help maintain the tautness of the strap.

Leonard Harkless ► facebook: The laddies open left was the best example of who ever got the buckle got her wrist bent back during the match. When one finally won and they switched sides to do the final match the other on got her wrist bent back. I have to say that it really is fairer and we will be using it on all days next year at the world championships so those of you that are not familiar with it start practicing

In case you are wondering why the site is named wada-ama.com, the answer is that in French language the name is Agence Mondiale Antidopage

The World Anti-Doping Agency (WADA; French: Agence mondiale antidopage) is an independent foundation created through a collective initiative led by the International Olympic Committee (IOC). It was set up on November 10, 1999 in Lausanne, Switzerland, as a result of what was called the “Declaration of Lausanne”,[1] to promote, coordinate and monitor the fight against drugs in sport. Since 2002, the organization’s headquarters have been located in Montreal, Quebec, Canada. The Lausanne office became the regional office for Europe. Other regional offices have been established in Africa, Asia/Oceania and Latin America. WADA is responsible for the World Anti-Doping Code, adopted by more than 600 sports organizations, including international sports federations, national anti-doping organizations, the IOC, and the International Paralympic Committee. As of 2014, its president is Sir Craig Reedie.

Initially funded by the International Olympic Committee, WADA now receives half of its budgetary requirements from them, with the other half coming from various governments throughout the world. Its governing bodies are also composed in equal parts by representatives from the sporting movement (including athletes) and governments of the world. The agency’s key activities include scientific research, education, development of anti-doping capacities and monitoring of the World Anti-Doping Code.

WORLD ARMWRESTLING CHAMPIONSHIP 2014. DAY 1

The first significant event of the championship was a referee seminar. According to the World Armwrestling Federation head referee Leonard Harkless, the theoretical part of a seminar – tests and theory analysis – have been passed by 60 judges from around the world. Practice was passed by 46 referees. «Finally we have an ideal competition – said Leonard. – All fights for all four days will be hold by qualified referees, who has «senior» and «master» rank. This is what I sought for a long time. In addition, the fights will be held at eight tables».

General and very important topic of the Continental Congress was a matter of World Armwrestling Federation enter in the World Anti-Doping Agency (WADA). A President of World Armwrestling Federation Assen Hadzhitodorov said: «This year we made two huge steps that lead us to the Olympic Committee. Firstly, we have become full members of the anti-doping committee. Secondly, this achievement and hard work of the Head Secretary of the World Federation Mircea Simionescu has allowed us to apply all the documents for membership in «Sport Accord». Our formal membership in this organization is a matter of time».

Also Assen Hadzhitodorov noted that because of these achievements a federation has an important responsibility and new requirements, according to which some doping tests will be made between competitions too. If the federation complies with the requirements of WADA and «Sport Accord», then it is likely that the armwrestling will enter the list of the World Games 2017.

In addition, the European Congress supported Assen Hadzhitodorov about the number of doping tests at the next European Championships – they will be 40, as in the last one. Also Marian Capla introduced the proposal to conduct team championships.

The North American Congress addressed the topic of doping control for athletes who have changed gender surgically because indicators of the level of certain hormones for these athletes do not always meet the standards.

An important theme of Asian Congress was the problem of World Championship 2015 in Malaysia. Representatives of Asian federation have expressed doubts about these events due to a number of reasons, depending on the Malaysian federation. But the decision rests with the World Federation, which Congress will take place on 16 September.
