DZAMBOLAT TSORIEV from Russia has been suspended for 2 years until December 31, 2009
At the 2008 European Championship in Norway
We had 3 people test positive
TIMUR BICHILOV Russia, OLGA GAVRILOVA, Russia and SOFIYA AKHMETGAREEVA, Russia.
They were all given 2 year suspension until August 31, 2010.
We do 20 tests at the World level and 30 tests at the European Level for a total of 50 tests per year. To date, we have done 200 tests and have had 15 positive.

And if you follow the discussions from that topic you will see that even Engin Terzi never heard about anyone tested positive from those countries. Oleg Cherkasov suspended for three years!

Kody Spur Merritt  (received a retroactive TUE  Therapeutic Use Exemption, last year) is now again on the doping list with Methasterone.

 Methasterone, also known as methyldrostanolone and known by the nickname Superdrol, is a synthetic and orally active anabolic–androgenic steroid (AAS) which was never marketed for medical use. Last year, Dzambolat Tsoriev also competed in Lotoshino 2019 and I made an article back then, the Russian Armwrestling Federation explained why he was allowed to compete, see ► Dzambolat Tsoriev can take part in some competitions, art. 10.12.1 of World Anti-Doping Code WADA

The problem is this article 10.12.1 of the WADA Code 2015, which is open to interpretation…

According the article 10.12.1 of the WADA Code 2015, in the 2nd paragraph it’s written:

” An Athlete or other Person subject to a period
of Ineligibility longer than four years may, after
completing four years of the period of Ineligibility,
participate as an Athlete in local sport events not
sanctioned or otherwise under the jurisdiction of
a Code Signatory or member of a Code Signatory,
but only so long as the local sport event is not at
a level that could otherwise qualify such Athlete
or other Person directly or indirectly to compete
in (or accumulate points toward) a national
championship or International Event, and does
not involve the Athlete or other Person working
in any capacity with Minors.
An Athlete or other Person subject to a period of
Ineligibility shall remain subject to Testing. ”

Alexey Voevoda is one of the 11 cases for which the Anti-Doping Rule Violations (ADRV) are confirmed by the Court of Arbitration for Sport (CAS).

Nevertheless, the Court of Arbitration for Sport (CAS) decided that all 11 athletes with confirmed Anti-Doping Rule Violations (ADRV) are declared ineligible only for the Olympic Winter Games (i.e. Pyeongchang 2018) instead of a life ban from all Olympic Games.

Lausanne, 1 February 2018 – The Court of Arbitration for Sport (CAS) has delivered its decisions (operative parts only) in 39 of the 42 cases filed by Russian athletes against the decisions taken by the Disciplinary Commission of the International Olympic Committee (IOC DC) in relation to the 2014 Sochi Olympic Winter Games. The reasoned decisions will be delivered in due course. After examining each individual case, the CAS upheld 28 appeals and partially upheld the remaining 11, as follows:

Following the investigation performed by Prof. McLaren with respect to the manipulation of anti- doping procedures during the Olympic Winter Games in Sochi 2014, the IOC DC found 43 Russian athletes to have committed anti-doping rule violations during the 2014 Olympic Winter Games, disqualified them from the events in which they participated in Sochi and forfeited all medals won by them. The athletes were also declared ineligible to participate in any capacity in all subsequent editions of the Olympic Games. At the end of December 2017, all but one of the athletes (Maxim Belugin/bobsleigh) filed an appeal at the CAS.

A CAS procedure was opened for each individual athlete. Arbitral panels were constituted for each procedure and were composed of Prof. Christoph Vedder (Germany), President, Dr Dirk-Reiner Martens (Germany), and Dr Hamid Gharavi (France/Iran) for one group of procedures and Prof. Michael Geistlinger (Austria) for the second group of procedures. The remaining procedures, involving 3 biathletes, have been suspended and will be heard after the 2018 Olympic Winter Games.

The procedures were conducted jointly on an expedited basis and a combined hearing took place from 22 to 27 January 2018 in Geneva. Every athlete attended the hearing, except two who were not available, and were heard individually. Several experts and fact witnesses, such as Dr Grigory Rodchenkov and Prof. Richard McLaren, testified during the hearing.

Both CAS panels unanimously found that the evidence put forward by the IOC in relation to this matter did not have the same weight in each individual case. In 28 cases, the evidence collected was found to be insufficient to establish that an anti-doping rule violation (ADRV) was committed by the athletes concerned. With respect to these 28 athletes, the appeals are upheld, the sanctions annulled and their individual results achieved in Sochi 2014 are reinstated.

In 11 cases, the evidence collected was found to be sufficient to establish an individual ADRV. The IOC decisions in these matters are confirmed, with one exception: the athletes are declared ineligible for the next edition of the Olympic Winter Games (i.e. Pyeongchang 2018) instead of a life ban from all Olympic Games. The mandate of the CAS Panels was not to determine generally whether there was an organized scheme allowing the manipulation of doping control samples in the Sochi laboratory but was strictly limited to dealing with 39 individual cases and to assess the evidence applicable to each athlete on an individual basis.

Many people saw competing at LOTOSHINO 2019 and wondered how is this possible considering that Dzambolat Tsoriev was banned for 10 years in 2014. Here is the answer.

According the article 10.12.1 of the WADA Code 2015, in the 2nd paragraph it’s written:

There is an article posted on the Russian Armwrestling Federation website which clarifies this (Google Translate):

” Since Dzambolat Tsoriev has been in disqualification for more than 4 years, the head of the Anti-Doping Committee FAR, Yevgeny Khrychkin made a request to the Russian Anti-Doping Agency RUSADA dated 10.12.2018, asking for an explanation on this. In response, confirmation was received from the Russian Anti-Doping Agency on 12/20/2018 in that Tsoriev D.A. can really take part in competitions that comply with paragraph 10.12.1 of the World Anti-Doping Code WADA .

What does the phrase “local sporting events not sanctioned or otherwise non-subject to the jurisdiction of the signatory to the Code or a member of the signatory to the code” mean? In our case, these are competitions that are held without any participation of the Arm Wrestling Federation of Russia, at the local level, that is, competitions – which are held by an organization that is not a member of the HEADLIGHT and is not accredited by the Ministry of Sports of the Russian Federation. In other countries, these are any local competitions that are held without the participation of WAF , or any other organization that has a contract with WADA , and who do not have international status. ”
