Alexander Filimonov: WAF Money Crisis, Doping Control, Uncontrolled Spending

Last month on 01 Octomber 2014, Alexander Filimonov, who is the Vice President of  and President of , sent an official letter (in English language) to Assen Hadjitodorov (WAF and EAF President): Letter regarding the 36th World Armwrestling Championships 2014 WorldArm.

Now, a month later after sending the official letter, Alexander Filimonov still didn’t receive any answers.

Alexander Filimonov states that is still not clear what constitutes an amount of 250 Euro per sample, therefore he asks Assen Hadjitodorov to provide an official document from the WADA accredited laboratory in Greece, where WAF handed (according to Assen Hadjitodorov) 62 samples from the , Lithuania.

This document must contain, among other things – the amount of payment and details of who will pay. Having the document is important so we can easily calculate the cost per sample. This document is important also because the majority of WAF members (including Alexander Filimonov) are skeptical that all 62 samples were transferred to the laboratory and paid.

According to Assen Hadjitodorov the payment, for the doping control of the 62 samples was made at the expense of the Lithuanian Armwrestling Federation (but this was still not proved with an official document from from the WADA accredited laboratory in Greece).

This is a surprising fact, for several reasons: 1. Firstly, the payment of doping control is always performed at the expense of WAF-EAF (as the organizer of the European Championship in 2010, Alexander Filimonov can confirm this!).

2. Secondly, it is unclear where and how the sum of 15 500 Euros (62 samples * 250 euros = 15 500 Euros) appeared in the Lithuanian Armwrestling Federation, because doping control it was not its duty (this is always the responsibility of WAF). After all, we have witnessed the President of the Lithuanian Armwrestling Federation, who told us about his financial insolvency!

During the 2015 Code consultation process, 315 separate submissions were received. The
submissions recommended a total of 3,987 changes to the Code. In addition, the Code
Drafting Team engaged in dozens of face-to-face and telephonic meetings with stakeholders
to discuss the Code.

Version 4.0 is the fourth published version of the 2015 Code. In between the published
versions, more than 50 different working drafts were considered. In some cases, changes

in 2,269 changes between the 2009 Code and Version 4.0 of the 2015 Code. All of these
changes are reflected in the document, “Version 4.0 2015 Code redlined to 2009 Code,”
which is posted on WADA’s website. This document provides an overview of those changes
organized into seven general themes, including the key changes related to each theme.

1. Theme One: The 2015 Code amendments provide for longer periods of
Ineligibility for real cheats, and more flexibility in sanctioning in other specific
circumstances.

There was a strong consensus among stakeholders, and in particular, Athletes, that
intentional cheaters should be Ineligible for a period of four years. Under the current Code,
there is the opportunity for a four-year period of Ineligibility for an Adverse Analytical
Finding if the Anti-Doping Organization can show “Aggravating Circumstances.” However, in

used. Some examples of provisions which lengthen the period of Ineligibility for intentional
dopers include:

Article 10.2: For Presence, Use or Possession of a Non-Specified Substance, the

not intentional. For Specified Substances, the period of Ineligibility is four years, where the
Anti-Doping Organization can prove that the violation was intentional. (Intentional means

WORLD ARMWRESTLING CHAMPIONSHIP 2014. DAY 1

The first significant event of the championship was a referee seminar. At the  multiple doping tests were made by RUSADA. After testing the “A” sample, RUSADA now announced the suspended athletes to participate in training sessions and competitions. The athletes are debarred from training camps and competitions before deciding on a violation of anti-doping rules and consequences.
